Paraphrase of Telegram received at the American
Embassy from the Secretary of State at Washington
January 7th, 1913.

The Embassy is referred to the Instruction of
September 7th, 1912, on the subject of the refusal by the
Hong Kong Colonial authorities, upon tue advice of the
Attorney-General there, to extradite Vicente sotto to tue
Philippine Islands. The American Consul-General at Hong
Kong has telegraphed Washington that the liong Kong Attorney
General admits is previous opinion was erroneous and is
now inclined to favour Sotto's extradition, but naa
referred the matter to London. The tabassy is instructed
to use good offices with the Foreign Office in order that
action in the case may be expedited if possible.
